Introduction
In the recent past, the number of disasters recorded have increased significantly and nine out of ten disasters are related to climate change. The severity of these disasters have also increased and it has been projected to increase in frequency and becoming more volatile. The intensity of desertification, drought, floods, wildfires, typhoons and hurricanes is clear indication that vulnerability level is increasing in many countries(United Nation, 2008). It is important to understand that not all disasters are nature, some are man-made. For example, collapse of building, major accidents, terrorist attack and fires.
