Scenario: A city’s administration isn’t driven by the goal of maximizing revenues or profits but instead looks at improving the quality of life of its residents. Many American cities are confronted with high traffic and congestion. Finding parking spaces, whether in the street or a parking lot, can be time consuming and contribute to congestion. Some cities have rolled out data-driven parking space management to reduce congestion and make traffic more fluid. 

You’re a data analyst working for a mid-size city that has anticipated significant increments in population and car traffic. The city is evaluating whether it makes sense to invest in infrastructure to count and report the number of parking spaces available at the different parking lots downtown. This data would be collected and processed in real-time, feeding an app that motorists can access to find parking space availability in different parking lots throughout the city. 

Instructions: Work with the provided Excel database. This database has the following columns:

  • LotCode: A unique code that identifies the parking lot
  • LotCapacity: A number with the respective parking lot capacity
  • LotOccupancy: A number with the current number of cars in the parking lot
  • TimeStamp: A day/time combination indicating the moment when occupancy was measured
  • Day: The day of the week corresponding to the TimeStamp
  • Insert a new column, OccupancyRate, recording occupancy rate as a percentage with one decimal. For instance, if the current LotOccupancy is 61 and LotCapacity is 577, then the OccupancyRate would be reported as 10.6 (or 10.6%).
  • Using the OccupancyRate and Day columns, construct box plots for each day of the week. You can use Insert > Insert Statistic Chart >Box and Whisker for this purpose. Is the median occupancy rate approximately the same throughout the week? If not, which days have lower median occupancy rates? Which days have higher median occupancy rates? Is this what you expected?
  • Using the OccupancyRate and LotCode columns,construct box plots for each parking lot. You can use Insert > Insert Statistic Chart >Box and Whisker for this purpose. Do all parking lots experience approximately equal occupancy rates?Are some parking lots more frequented than others? Is this what you expected?
  • Select any 2 parking lots. For each one, prepare a scatter plot showing occupancy rate against TimeStamp for the week 11/20/2016 –11/26/2016. Are occupancy rates time dependent? If so, which times seem to experience highest occupancy rates? Is this what you expected?
  • Outline the rationale and goals of the project.
  • Utilize boxplots showing the occupancy rates for each day of the week. Include your interpretation of results.

On December 3, 1984, tragedy unfolded at the Union Carbide pesticide plant in Bhopal, India. Water entered a large tank where a volatile chemical was stored, starting a violent reaction. Rapidly, a sequence of safety procedures and devices failed. Fugitive vapors sailed over plant boundaries, forming a lethal cloud that moved with the south wind, enveloping slum dwellings, searing lungs and eyes, asphyxiating fated souls, scarring the unlucky.

Bhopal is the worst sudden industrial accident ever in terms of human life lost. Death and injury estimates vary widely. The official death toll set forth by the Indian government for that night is 5,295, with an additional 527,894 serious injuries. Greenpeace has put the death toll at 16,000.

The incredible event galvanized industry critics. “Like Auschwitz and Hiroshima,” wrote one, “the catastrophe at Bhopal is a manifestation of something fundamentally wrong in our stewardship of the earth.” 2 Union Carbide was debilitated and slowly declined as a company after the incident. The government of India earned mixed reviews for its response. The chemical industry changed, but according to some, not enough. And the gas victims endure a continuing struggle to get compensation and medical care.

UNION CARBIDE IN INDIA Union Carbide established an Indian subsidiary named Union Carbide India Ltd. (UCIL) in 1934. At first the company owned a 60 percent majority interest, but over the years this was reduced to 50.9 per-cent. Shares in the ownership of the other 49.1 per-cent traded on the Bombay Stock Exchange. This ownership scheme was significant because although UCIL operated with a great deal of autonomy, it gave the appearance that Union Carbide was in control of its operations. By itself, UCIL was one of India’s largest firms. In 1984, the year of the incident, it had 14 plants and 9,000 employees, including 500 at Bhopal. Most of its revenues came from selling Eveready batteries.

Union Carbide decided to build a pesticide plant at Bhopal in 1969. The plant formulated pesticides from chemical ingredients imported to the site. At that time, there was a growing demand in India and throughout Asia for pesticides because of the “green revolution,” a type of planned agriculture that re-quires intensive use of pesticides and fertilizers on special strains of food crops such as wheat, rice, and corn. Although pesticides may be misused and pose some risk, they also have great social value. Without pesticides, damage to crops, losses in food storage, and toxic mold growth in food supplies would cause much loss of life from starvation and food poisoning, especially in countries such as India. Exhibit 1 shows a Union Carbide advertisement from the 1960s that describes the company’s activities in India.

The Bhopal plant would supply these pesticides and serve a market anticipated to expand rapidly. The plant’s location in Bhopal was encouraged by tax incentives from the city and the surrounding state of Madhya Pradesh. After a few years, how-ever, the Indian government pressured UCIL to stop importing chemical ingredients. The company then proposed to manufacture methyl isocyanate (MIC) at the plant rather than ship it in from Carbide facilities outside the country. This was a fateful decision. Methyl isocyanate, CH3NCO, is a colorless, odor-less liquid. Its presence can be detected by tearing and the burning sensation it causes in the eyes and noses of exposed individuals. At the Bhopal plant it was used as an intermediate chemical in pesticide manufacture. It was not the final product; rather, MIC molecules were created, then pumped into a vessel where they reacted with other chemicals. The reaction created unique molecules with qualities that disrupted insect nervous systems, causing convulsions and death. The plant turned out two similar pesticides marketed under the names Sevin and Temik Union Carbide Corporation and Bhopal case. In 1975 UCIL received a permit from the Ministry of Industry in New Delhi to build an MIC production unit at the Bhopal plant. Two months before the

The item illustrated in the figure is a steel part produced for the aerospace industry. Currently, a bar stock of 4” diameter and 24” length is used as the blank for the part. The following sequence of machining processes are then performed on the part to create final shape: 1) The part is turned on the outside to reduce diameter to 3.5”. The tool is capable of cutting 0.1” depth of cut at a time, so 5 roughing passes are taken to reduce diameter and 1 finishing pass is taken to bring the diameter to 3.5”.

2)    The part is face-turned so that the face looking outside is smooth and flat.

3)    A cut-off tool is used to cut a 2”-thick disc from the end of the bar stock. It is cut at a small tolerance higher than 2” for post-processing. Then, the bar stock is removed from the lathe and the cut-off disc is fixed in its stead. Since one side is flattened already, that side is

fixed toward the chuck and the cut-off side faces outside.

4)    The part face (that is just cut-off) is face-turned as well to create a part that is smooth on all faces. Also at this stage, the part thickness is brought to precisely 2”.

5)    A center drill is used on the lathe to create the initial hole in the middle at ¼” diameter and ½” depth.

6)    A ½” diameter drill bit is used on the lathe to enlarge the center hole and make it a through hole.

7)    A special chamfer turning tool is used to enlarge the center hole and keep it a through hole at the enlarged diameter simultaneously. After this process, the inside diameter is created at 1”.

8)    Part is removed from the lathe and brought to a drill press to create the 4 holes as well as initial holes to create the curved slots (with a slot width of ¼”) – so a total of 6 holes at ¼” diameter are created.

9)    Part is removed from the drill press and brought to a vertical milling machine. The initial holes for the slots are used to create the two slots using a ¼” diameter end mill. The end mill cannot take 2” depth of cut at a time, so 4 passes are taken at ½” depth each.

10) Sides of the part are rough-milled using a 1” diameter end mill. Due to the thickness of the side portions to be machined, four passes are used for each side.

11) Sides of the part are finished using a ¼” diameter end mill.

The process takes many steps and includes three separate machines. Due to many reasons manufacturing-related, including but not limited to the amount of time the process takes, the complexity of the tools required, and the shop space required for the whole process, the process is too costly for the company. Also, the manufacturing team observes difficulties in fixturing the part in some portions of the process.
