The main factors influencing overweight and obesity are poor diet and inadequate physical activity. Increased energy intake from the diet without an increase in energy expenditure through physical activity will result in energy storage as fat and weight gain.

Diabetes is a chronic condition marked by high levels of glucose in the blood. The main types of diabetes are type 1 diabetes, type 2 diabetes and gestational diabetes. The prevalence of diabetes has been escalating over the last 3 decades, with rates tripling over this period—diabetes affected around 1.2 million people in 2014–15. Rates of diabetes are generally higher among males, the elderly, Indigenous Australians and people living in remote and socioeconomically disadvantaged areas. Type 2 diabetes is the most common form, and is largely preventable by maintaining a healthy lifestyle.

Mental illness comprises a wide range of disorders and varies in its severity. The effect of mental illness can be severe on the individuals and families concerned and its influence is far-reaching for society as a whole. Around 7.3 million Australians aged 16–85 (45% of that age group) will experience a common mental disorder such as depression, anxiety or a substance use disorder in their lifetime, according to the 2007 National Survey of Mental Health and Wellbeing. Estimates from the second National Survey of Psychotic Illness conducted in March 2010 suggest that almost 64,000 people have a psychotic illness and are in contact with public specialised mental health services each year.

Introduction

            Risk assessment is a formal tool used to systematically identify what can psychological or physically damage or injure a person, the level of possible harm, the current actions taken to avoid the harm (the control), determine whether the action taken (control) is effective to avoid the harm, determine whether additional control should be put in place to better avoid the harm. A Health and Safety Risk Assessment is a process that involves identifying, assessing and controlling hazards that may affect people at the place of work(Evans, 2011). The risk management process involves four main steps of assessing the risk: identification of hazards, assessing the risks of the hazards, selecting appropriate risk control or decide to discontinued with the action, and periodically review the process and the risk controls to ensure they are working and preventing harm.

            It is important to note that risk management process is utilized to assess risk of many of organizational tasks which include security, disasters, third party accidents and insurance, credit and finance in addition to health and safety(Australian Government, 2018). The risk management process relies on Health and Safety Risk Assessment to identify practical steps to protect all workers from real injury and harm. Risk assessment is conducted in the workplace for three reasons:

  • Ethical: Its is the responsibility of the employer to ensure that workforce and the staff work in a safe working environment and return to their home in the same condition they came to work.
  • Financial: Illnesses and injury causes a burden through knowledge and skills loss as well as monitory. Therefore, it is the obligation of the employer to facilitate a safe working place for all the workers to minimize the financial burdens caused by the injuries and illness.
  • Legal: The employers are legally bound by a “duty of care”. The WorkCover Authority of New South Wales administers Health and Safety laws and inspector mat request for a risk assessment while investigating any safety incident or near misses.

The Australian Work Health and Safety Legislations requires that all hazards in the workplace must be eliminated unless it is not possible to do so(Health and Safety Team, 2018). American Health Care Act (AHCA)

 The bill was also referred to as the Trumpcare, it was meant to eliminate the Affordable Health Care and was passed by the House of Representatives but failed to be passed by the senate. The bill was marred by many politics and it was introduced to the house by the Republicans. It was meant to contrast the Affordable Care Act that was introduced by his predecessor well known as obamacare.

The key ingredients of the health care issue were to cancel the expansion as well as the expansion of ACA by the beginning of year 2020. The bill proposed that there should be a modification of age-based tax-credits for persons that have a salary of less than $6250 per month. The bill had a provision of retention of coverage availability that is meant for pre-existing issues and requirements plus the coverage of the kids that are covered by their parents insurance until they attain 26 years. The bill indicated that upon its passage, there would be elimination of the Affordable care act tax penalties  for persons that fail to have health insurance and employers that do not have more than 50  full-time employees  and have not accorded them the privileges of  health insurance.

The Trump care suggested that there would be a 30% penalty surcharge by insurers on customers signing up and they have lapsed in coverage regardless of their health conditions. However, the bill meant to uphold the significant health benefits for instance, maternity coverage, prescription drugs as well as the mental health care.

             It has been indicated by the congressional budget office that statistics show that by 2018, 16 million Americans were uninsured with a probability of having 30 million uninsured by 2025 eminent. However, the Trump care suggested that it would reduce such federal deficit by $400 billion in the following ten years. The bill further insinuated that the premiums in the personal insurance market would be boosted before reducing overtime for many Americans, thus, less so for older low income cadres.

             The ACA act of 2017 was termed as unpopular and received numerous criticisms both from politicians and health care experts. The liberal opponents suggested that the ACA   will make Americans to have less number of insured especially the low-income households with the ensuing end of the Medicaid expansion. There were various conservative opponents that had the view of the ‘’Obamacare lite’’ as it contain many social benefit mandates borrowed from the Affordable Care Act.

 As there is declining legislative as well as political support, the American Health Care Act of 2017 bill had to be withdrawn from  being considered  by the House of Representatives   on the material day  it was  initially supposed and scheduled  for a vote on March 24, 2017. Thus, the bill has no future.

Outpatient clinic

An outpatient clinic is designed for treatment of patients who come to the hospital without the intention of staying beyond the visit. The patients in this clinic are usually there for diagnosis and treatment, without the need for a bed or overnight care (Kunders, 2004).

Some of the patients who attend the outpatient department end up as inpatients who are admitted to the hospital ward. Once discharged from the hospital wards, the patients may visit the outpatient clinic for follow-up treatment.

Populations visiting the outpatient clinic are usually patients from the population served by the hospital. So for a community hospital, people from the community will be the ones seeking diagnostic and treatment services in the outpatient department. These people seek the services for a range of diseases, with the consultants offering these or referring the patients to specialists in other locations.

Most outpatient clinics are located on the ground floor for easy access. They usually have a car park nearby. There are also wheelchairs and stretchers at hand. A reception will have a waiting area nearby, with other nearby facilities been toilets, coffee shop/snack bar, gift shop, florist, quiet room and water dispenser. Each physician will have a consulting room. Other facilities in the outpatient clinic include laboratory, X-ray, medical records and pharmacy(Carr, 2017).

Notably, there are outpatient clinics independent of hospitals. SO they are complete healthcare centers that will give a good account of the essential requirements of a healthcare facility.
