Task Summary
After reading the project case study, use it to develop a 2,000-word Project Charter, describing the entire project in a short, succinct, and professional document.
Context
Project leadership is about inspiring the project team to do their best from the outset. This requires a combination of verbal and written communication skills and a range of applied leadership skills.
One of the foundational documents that helps “kick off” a project is the Project Charter. The Project Charter describes the entire project in a short, succinct, and presentable document that can be shared with project staff or other stakeholders and aims to commence the project in earnest. The Project Charter helps to clarify the project context, the project team roles, and the goals of the project.
Instructions
You will be given a project case study to use in order to develop your Project Charter. Though all students will receive the same case study, it is expected that each student will think about the project from their own perspective as an up-and-coming project manager in order to formulate a unique Project Charter. Use your own style based on your critical thinking of what it means for you

to lead a project. You may use one of the templates provided in the learning resources or develop your own format.
Please follow the instructions below:
1. Read the case study provided by your lecturer. This will form the basis for your Project Charter, because you will assume that you are the project manager for this project.
2. After reading the case study, begin to develop your project charter. This needs to be a 2,000word report (+/- 10%) and must use a minimum of six (6) references (academic literature and industry publications—please consider the case study as a 7th reference). Please ensure all references are cited in-text.
3. The Project Charter must include the following headings and should be written as if you are presenting it to the project team that will build this project. You are the project manager.
The contents of your Charter should include:
a. Background of the project
b. Reasons for the project
c. Project objectives
d. Proposed project management approach or methodology/methodologies
e. Constraints, limitations, and risks
f. Leadership structure (project manager and his or her senior aides: list their roles and explain what each does in the project. You need to cite four (4) roles)
g. Project risks and their mitigation
h. Project stakeholders and how to interact with them
i. The vision of the project and the type of project team culture you wish to promote in your team
j. Reference list

Although driving is considered a common activity, it still presents certain risks to driver safety. Every year, the number of cars on busy highways increases making driving increasingly challenging (Koesdwiady et al., 2017). Driver safety is dependent on a driver’s ability to respond accurately to changing traffic conditions. It requires drivers to be attentive and to accurately perceive the environment. Also, drivers need to have great situational awareness and critical thinking skills to respond to emergencies. The hazards drivers face include malfunctioning traffic lights, careless pedestrians, poor weather conditions, potholes, congested traffic, reckless drivers, brake failure, tire blowout, blinding by glare, and child, pedestrian, or animal crossing.

​Driving in poor weather conditions is a considerable risk as it can lead to poor visibility or lead to loss of control. For instance, car accidents that are the result of driving in heavy rain can involve collisions that are life-threatening to drivers and pedestrians. The likelihood of accidents during poor weather conditions is high because often people ignore weather as a substantial risk. Another significant risk to driver safety is reckless drivers. Reckless driving can lead to moderate injuries for drivers, however, the likelihood of accidents occurring is high. The last risk is brake failure which can cause life-threatening accidents but there is a low likelihood of breaks failing especially due to regular maintenance.  

​The risk of falling victim to reckless drivers is mitigated by traffic officers regularly monitoring busy highways; this makes the mitigation efforts acceptable. The risk of brake failure is mitigated by having regular maintenance; this makes the risk acceptable. However, the risk of accidents due to poor weather conditions is high and existing mitigation is not sufficient. A mitigation recommendation involves integrating driver monitoring systems that collect environmental information and advice the driver on potential dangers

Case Study

Bayfield Mud Company

In November 2015, John Wells, a customer service representative of Bayfield Mud Company, was summoned to the Houston warehouse of Wet-Land Drilling, Inc., to inspect three boxcars of mud treating agents that Bayfield had shipped to the Houston firm. (Bayfield’s corporate offices and its largest plant are located in Orange, Texas, which is just west of the Louisiana–Texas border.) Wet-Land had filed a complaint that the 50-pound bags of treating agents just received from Bayfield were short-weight by approximately 5%.

The short-weight bags were initially detected by one of Wet-Land’s receiving clerks, who noticed that the railroad scale tickets indicated that net weights were significantly less on all three boxcars than those of identical shipments received on October 25, 2015. Bayfield’s traffic department was called to determine if lighter-weight pallets were used on the shipments. (This might explain the lighter net weights.) Bayfield indicated, however, that no changes had been made in loading or palletizing procedures. Thus, Wet-Land engineers randomly checked 50 bags and discovered that the average net weight was 47.51 pounds. They noted from past shipments that the process yielded bag net weights averaging exactly 50.0 pounds, with an acceptable standard deviation σ of 1.2 pounds. Consequently, they concluded that the sample indicated a significant short weight. (The reader may wish to verify this conclusion.) Bayfield was then contacted, and Wells was sent to investigate the complaint. Upon arrival, Wells verified the complaint and issued a 5% credit to Wet-Land.

Wet-Land management, however, was not completely satisfied with the issuance of credit. The charts followed by their mud engineers on the drilling platforms were based on 50-pound bags of treating agents. Lighter-weight bags might result in poor chemical control during the drilling operation and thus adversely affect drilling efficiency. (Mud treating agents are used to control the pH and other chemical properties of the core during drilling operation.) This defect could cause severe economic consequences because of the extremely high cost of oil and natural gas well-drilling operations. Consequently, special-use instructions had to accompany the delivery of these shipments to the drilling platforms. Moreover, the short-weight shipments had to be isolated in Wet-Land’s warehouse, causing extra handling and poor space utilization. Thus, Wells was informed that Wet-Land might seek a new supplier of mud-treating agents if, in the future, it received bags that deviated significantly from 50 pounds.

The quality control department at Bayfield suspected that the lightweight bags might have resulted from “growing pains” at the Orange plant. Because of the earlier energy crisis, oil and natural gas exploration activity had greatly increased. In turn, this increased activity created increased demand for products produced by related industries, including drilling muds. Consequently, Bayfield had to expand from a one shift (6:00 A.M. to 2:00 P.M.) to a two-shift (2:00 P.M. to 10:00 P.M.) operation in mid2010, and finally to a three-shift operation (24 hours per day) in the fall of 2015.

The additional nightshift bagging crew was staffed entirely by new employees. The most experienced foremen were temporarily assigned to supervise the night-shift employees. Most emphasis was placed on increasing the output of bags to meet ever increasing demand. It was suspected that only occasional reminders were made to double-check the bag weight-feeder. (A double-check is performed by systematically weighing a bag on a scale to determine if the proper weight is being loaded by the weight-feeder. If there is significant deviation from 50 pounds, corrective adjustments are made to the weight-release mechanism.)

To verify this expectation, the quality control staff randomly sampled the bag output and prepared the chart on the previous page. Six bags were sampled and weighed each hour.

    Boysen Industries manufactures outdoor paints used for the facade of high rise buildings. The company plans to introduce a new paint variant that is able to withstand harsh weather conditions. The new paint is made by combining Protein D with a solution (Salcomb) which will be heated to boiling point and thereafter, the colouring agent (Texta) is added. The resulting paint will be packaged in 10 litre containers. The initial mix, which is 11 litres in volume, consists of 15 kilograms of Protein D and 8 litres of Salcomb. A reduction in volume by 1 litre happens during the boiling process. The resulting solution is cooled slightly before 3 kilograms of of Texta are added. Texta evaporates so it does not affect the final liquid volume.
    The purchase prices of the raw materials used in the manufacture of the new paint variant are as follows:
