It is estimated that close to a billion people all over the world are suffering from starvation and malnutrition, and this has impacted the global food security goals of reducing food insecurity and poverty by at least half at the turn of the millennium. In Pacific Asia, close to 600 million people are suffering from hunger. The concern of food security remains a major issue in Asian countries such as India. Although agriculture accounts for about 56% of India’s economy, the country has the largest number of undernourished people due to poor purchasing power, poor coordination, poor nutritional monitoring programs, and an underdeveloped public distribution system.

The Meaning of Food Insecurity

            The World Food Summit (WFS) defines food security as the economic and physical access to sufficient, safe, and nutritious food to all people, which meets all their dietary and food preferences (Pillay & Kumar, 2018). The authors point out that food security has some relationship with other factors such as environment, socio-economic, and human rights. Based on the WFS definition, Upadhyay and Palanivel (2011) define food insecurity can be defined as the lack of good access to sufficient, safe, and nutritious food among some people living in a country. In India, one of the major factors attributed to food insecurity is attributed to aspects related to population.

            The population growth rates in developing countries have a significant impact on the presence and availability of safe and nutritious food. Hall et al. (2017) point out that a rapid increase in the number of people negatively affects the ability to eradicate poverty, hunger, and malnutrition. Because food security is related to other factors such as income levels, environment, and social aspects, a rapid increase in population increases unemployment rates and climate changes. The combination of these factors that result from an increase in population exacerbates the impact of food security. According to the author, significant increases in population in developing countries such as Africa is becoming a threat to food production as people try to increase food production. Consequently, it creates environmental degradation and reduced the size of land under production to serve the existing high population. Thus, population growth is one of the leading factors that affect food security in developing countries.

Factors that Interrupt the Flow of Food from Source to the People in India

            The major factor that is attributed to the flow of food from the source to the people in India is the country’s faulty food distribution system. Upadhyay and Palanivel (2011) point out that the major reason for growing food insecurity in India is the inadequate distribution of food over the public distribution system. According to the authors, India has developed a Targeted Public Distribution System (TPDS) that has created a disadvantaged group of people. The TPDS distribution system has successfully excluded the people who are deserving of the subsidies because of owning the status of living below the poverty line (BPL), which is the criteria that are used to identify the households. The criteria have been accused of being arbitrary and having variations from one state to another.

            Moreover, the TPDS has been considered to be inaccurate in its classification. Upadhyay and Palanivel (2011) point out that the TPDS employs inaccurate classification as above the poverty line and below the poverty line. According to the authors, the criteria has led to a reduction in the number of people who take up grains in India.
