DESCRIBING WATER UTILITY PERFORMANCE: THE CASE OF BROWN COUNTY

BACKGROUND

You are a newly appointed county manager of Brown County, which is large suburban jurisdiction covering 1500 square miles. Reviewing the county budget by department you notice that infrastructure costs for water utilities comprises a large percentage of the public works department’s annual budget. 

The Division of Public Works is the largest department in Brown County and the water utilities department in the Division of Public Works serves approximately 41,952 water customers.  The utilities department currently operates 482 miles of water main with six water pump stations. The department also oversees 12 water storage facilities with a combined capacity of 67 million gallons.

You decide to embark on a performance measurement exercise of water utilities to help public works set a course to monitor operating efficiency and to justify potential capital expenses. 

PERFORMANCE MEASUREMENT: WHAT ARE WE MEASURING?  

As a first step toward performance assessment, you decide to examine the operating ratio of the water utility. This measure represents the total costs for operation and maintenance of the water distribution system as provided by the accounting division of Public Works divided by the total revenues generated from water purchased by the public from the county utility department. Therefore, costs are expressed as a percent of total revenue. Hence an operating ratio of .20, or 20% (move the decimal two places to the right) indicates that operating and maintenance costs comprise 20% of operating revenue. A higher operating cost percentage indicates that operating expenses are increasing relative to revenue. Conversely, if the operating ratio is decreasing, expenses are decreasing, or revenue is increasing, or some combination of both.

WHAT IS “GOOD” PERFORMANCE?

To establish if a performance measure is “good” it needs to be compared to a standard or best practice results established by an independent professional association within specific industries. In the case of water utilities, the American Water Works Association (AWWA) establishes bench marking guidelines. AWWA, using data gathered from suburban counties throughout the U.S. similar to Brown County, established the top quartile for operating ratio at 45%. According the AWWA, this benchmark indicates financial efficiency of water operations.

Police departments need to test drivers for blood alcohol levels when they suspect the driver may be under the influence of alcohol. Blood alcohol tests are expensive and are invasive, requiring a blood sample. Breathalyzer tests provide preliminary test results that can establish probable cause for police officers to arrest an individual and take them for a formal blood alcohol test. Bringing a person in for a formal test when they really are not drunk creates ill will for a police department. Not detecting a truly drunk driver could lead to a tragic accident. Your firm has developed a new breathalyzer test and has the following results:

One hundred subjects were tested with your new device. Sixty subjects were truly drunk and 40 were not drunk. Of the 60 drunk subjects, the test correctly identified 58 as being drunk and incorrectly identified two as not drunk when they in fact were drunk. Of the 40 not drunk subjects, 22 were correctly identified as not drunk and 18 were incorrectly identified as drunk.

            The law of diminishing marginal utility asserts that the marginal utility of goods diminish as one consumes more and more quantities of the goods (Drennan, 2006). In case of a favorite pizza served for free for lunch and dinner for a month, the initial day will be met with huge excitement. During the first day, the consumption will be exciting and this will mean the whole pizza provided for lunch and dinner will be consumed.  

            However, on the 10th day, with the same favorite pizza served for lunch and supper, the excitement diminishes and the desire to eat drops and the saturation is almost attained. For instance, it is likely that it will be difficult to consume completely the pizza provided for lunch and supper. On the 30th day, the excitement will have faded as saturation will have been attained, probably during this time, it would be hard to consume even half the pizza served for lunch, meaning at times the desire will not be there and the lunch or dinner or both pizza will not be consumed. The marginal utility on the 30th day will be negative.

            When provided with favorite national brand gasoline for a month, the excitement will be high throughout the first day through the 10th and 30th day. The marginal utility in this scenario will most likely be constant. Although there could be different brands of gasoline, all offer the same utility, which keeps the consumption excitement the same. The main difference between these two scenarios is that for pizza, there are probably other substitute products that can offer same utility. However, for gasoline, the brand being the favorite is the ultimate choice that provides the best utility.
