This paper will synthesize the current research literature on the policy in order to make an informed judgment about whether or not, on the whole, the policy works as intended. Special attention should be paid to unintended consequences of the policy, if any, and the conditions under which they arise. This part should also include any current gaps in knowledge about the policy and an overall assessment of the research literature in terms of its strengths and weaknesses.
